New Federal SNAP Work Requirements Take Effect in South Carolina
February 2, 2026- New federal work requirements for the Supplemental Nutrition Assistance Program (SNAP) have taken effect under the One Big Beautiful Bill Act (OBBBA), signed into law on July 4, 2025, by President Donald Trump.
More than 520,000 South Carolinians received SNAP benefits during the month of December 2025. About 48% of recipients are under age 18, while nearly 25% are over age 50. Under the new rules, able-bodied adults without dependents (ABAWDs) aged 18–64 must work or participate in work programs for at least 80 hours per month (about 20 hours weekly) to retain SNAP eligibility beyond three months in a 36-month period. Previously, the upper age limit was 54; it is now 64.
The exemption for caregivers has also narrowed. Adults in households with children under 14 remain exempt, but those caring for children aged 14–17 are now subject to the time limit unless they meet another exemption. Additionally, exemptions for veterans, homeless individuals, and young adults aged 24 or younger who aged out of foster care have been removed. These groups must meet the same 80-hour monthly requirement or face benefit suspension after three months.
Waivers that allowed states to suspend work requirements in areas with insufficient jobs have been tightened. Now, only areas with an unemployment rate over 10% are eligible for waivers. Under current law, approximately 3% of SNAP recipients in South Carolina are classified as ABAWDs and subject to work requirements. With the expanded age range and reduced exemptions, that number is expected to grow significantly, though the exact impact will depend on future USDA guidance and federal regulation details.
